Abstract
Natural disasters occur suddenly and nothing is scheduled so when natural disasters occur everyone panics. The number of victims who fell made the officers experienced higher demands than usual, especially the victim evacuation officer. Dealing with victims of natural disasters is not like handling non-disaster cases, in dealing with disaster victims the officers will be in a hurry because of sudden high workloads, demands for speed of service with increased risk levels, demands for accuracy of easily accessible victim data, demands for speed in finding victim services disaster makes the conventional process of recording natural disaster victims unable to run effectively. This research is a product-based qualitative research namely Android-based Electronic Health Record Disaster Management.

Abstract
The application of digital marketing to the craftsmen of bamboo businesses in Jember Regency is carried out to advance the bamboo handicraft business so that its products can be recognized by various people in all places. KUB Andrika Jaya and Ida Jaya are bamboo craftsmen who have long started their businesses in Jember Regency since 20 years ago. The application of digital marketing uses website facilities provided by WordPress. The application of digital marketing begins with making e-mail on Gmail for each business actor and then proceed with creating a website on WordPress. Website created on WordPress is a website that is free so that businesses are not burdened by annual fees that must be paid. This website will provide information about the business description, products sold, and how to order in full. Provision of such information is expected to provide information that can make customers / prospective customers aware of the existing bamboo craft business.

Abstract
Sugarcane quality was evaluated using Near Infrared (NIR) spectroscopy in two sugar factory for payment system. The samples were collected from core sampler system. The parameter of cane quality analysis were brix in cane (BIC), pol in cane (PIC) and fiber in cane. The target of this study was to develop and improve model calibration of NIR for cane quality. NIR reflectance spectra ranging from 1100 – 2500 nm were collected to evaluate the sugarcane quality of shredded cane. The conventional method to determine cane quality was using Wet Disintegrator method based on ICUMSA GS5/7-1 (2011). SX-plus software from Buchi was used as data treatment and model development. The NIR results was evaluate from high correlation coefficient (r2), low standard calibration (SEC) and high ratio of prediction to deviation (RPD). The accuracies of NIR analysis for PIC were satisfactory with coefficient of correlation (R2) above 0,9 both for calibration and prediction. The accuracies of BIC and fiber remained at unsatisfactory level with coefficient of correlation (R2) below 0,9. The NIR instrument could be use to determine pol in cane for cane payment system purposes.

Abstract
Anemia becomes an unsolved nutritional problem, the prevalence of anemia in adolescent girls increased continuously. Anemia in adolescents at 2018 reached 48.9%. The high prevalence of anemia is caused by: chronic blood loss, insufficient iron intake, inadequate absorption, consumed some drugs that inhibit iron absorption, increased need for iron. There have been many studies on processed food products and drinks made from fruits and vegetables, one of become a trend since 2009 is dragon fruit (hylocereus polyrhizus). In addition to dragon fruit, Moringa leaves one vegetable has a fairly complex nutritional content, one of is iron. Although there are many formulas of dragon fruit, but the study of fortification of dragon fruit with moringa leaves has never been done. The addition of moringa leaves extract will affect the aroma, taste, color, texture, so it is necessary to find the appropriate composition of dragon fruit skimmed addition and moringa leaves extract. So organoleptic testing will determine the acceptance of dragon fruit and moringa leaves fortification products. Organoleptic test using completely randomized design (CRD), with a total of 4 treatments. Data analyzed non-parametric using Kruskall Wallis and Mann Whitney tests with alpha 0.05. Results showed the fortification of 10% hylocereus polyrhizus and 5% Moringa leaves are the best and most preferred formula.

Abstract
Metabolic syndrome is one of risk factor of non-communicable disease, such coronary heart disease (CHD) and Diabetes mellitus (DM). Metabolic syndrome characterised by appearance minimum 3 of these symptoms: high blood pressure, low HDL-cholesterol level, high LDL-cholesterol level, high triglyseride level, high fasting glucose level, high waist-hip ratio. Metabolic syndrome is often related to obesity. Adolescent with obesity has higher risk to be suffering from metabolic syndrome and have degenerative disease. This research aimed to identify correlation between Body Mass Index (BMI) and some biomarkes signs of metabolic syndrome in adolescences. This was an observational research conducted in Junior High School in Jember. Twenty three Junior High School students were participated as subjects in this research. They were conducted in measurement of BMI/Age, and biomarkes signs (HDL-cholesterol level, LDL-cholesterol level, triglyseride level, and fasting glucose level) measured by laboratory. Prevalence of overweight in male and female adolescents are 13.3% and 18.4% respectively. Prevalence of obesity in male and female adolescents are 11.2% and 7.2% respectively. There is correlation between BMI and HDL-cholesterol level (p=0.043), but there are no correlation between BMI and other three biomarker : LDL-cholesterol level (p=0.380), triglyseride level (p=0.253), and fasting glucose level (p=0.253).

Abstract
Persons with disabilities are people who have limited activities like people in general due to physical disability or paralysis, especially for mobility although there are many tools specifically for people with disabilities, for example wheelchairs certainly these aids may not fully help for example for to travel quite far. This raises its own concerns for people with disabilities because they have limitations to do activities like other people. This research was conducted with the aim of designing a motor control system BLDC on electric motorbikes with disabilities. The BLDC motor used is type 350 Watt. The method used for motor speed regulation is PWM Six-Step Comutation. Arduino is used to implement the method. With the controller the BLDC motor speed can be easily regulated. For find out the performance of the controller carried out several tests namely measuring the voltage value and electric current at the three-phase input and output drivers and measuring the rotational speed of the rotor to variations in the percentage value of the duty cycle. The duty cycle value is varied every 5% so the data obtained is the value of rpm in the duty cycle range of 5% - 100%. The results obtained from the test show that at the 100% duty cycle the dc current value is 0.59 A and the engine speed is 299 RPM.

Abstract
The aim of this article is to design a waste management model for Gambirono sub-district, Jember based on integrated organic and solid waste management system. The increasing organic and solid waster generation in the sub-district of Gambirono is evidenced by increased number of illegal dumping of waste in the rural communities. In this article, a model that identifies recycling processing that generates additional income to manage organic and solid waste and also incorporating the key performance indicators or metrics for organic and solid waste management services has been designed. The design shows a clear depiction of the environmental management acts and the municipality by-laws. Performance measurement which is very critical in waste management has been incorporated. Model design focus was on separation of types of waste, collection, waste treatment, disposal methods of useless waste and waste bank management have therefore been depicted in the model. The model provides easy access to data for the formation and implementation of effective organic and solid waste management policies, strategies and programs to achieve sustainable waste management.

Abstract
The first step that is always passed by documents in natural language processing is preprocessing text. These steps are needed for transferring text from human language to machine-readable format for further processing. However, not many special applications have been found that function as text preprocessing. This has led to any research on natural language processing having to create its own program code for the preprocessing text phase. The main focus of this research is to create an integrated text preprocessing application that can be accessed by any researcher who needs it. Several issues discussed in this study include the design, implementation, testing and integration of each text preprocessing feature. Text preprocessing which is integrated in this research includes case folding, tokenizing, stop word removal and stemming. The tools used in this research are the NLTK library of python and Django framework.

Abstract
Casim Coffe is one of the new local coffee products in Jember Regency. Therefore, this study was conducted to explain the consumers assessment of the quality of Casim Coffe products, so that they can be used as a basis for product development. This study used the descriptive method, Fishbein, Importance Performance Analysis (IPA), and the Customer Satisfaction Index (CSI). The satisfaction index level in Casim Coffee products are 86%, so this result concludes that the customer has felt very satisfied with Casim Coffee products. The Casim Coffes smell, taste, price, expired date, packaging, availability, color, and viscosity were in line with customer expectations. The quality of packaging attributes of Casim Coffee, although not in the spotlight of the customers, can exceed the expectations of customers, but Casim Coffee in the packaging attribute does need to be improved because it gets the lowest rating compared to the other seven attributes.

Abstract. The community has the right to get quality and affordable health services. One effort to realize quality health services is managing of patient data, by utilizing information technology. Doctor-s Office Quality-Information Technology (DOQ-IT) application is an electronic medical record application that resides on a doctors personal computer. This application include clinical decision support system to increasing patient safety. The purpose of this study is to develop a Doctor-s Office Quality-Information Technology (DOQ-IT) Application to Improve Patient Safety. Aplication development used waterfall methode. DOQ-IT application has clinical decision support system in the form of Determination of nutritional status, blood pressure, family history of a disease such as Diabetes, stroke and includes the reaction of drug content to the patients allergic history. So that, the DOQ IT application can improve the quality and safety of patients.

Abstract
The study was conducted in Sanggalangit Village, Gerokgak Subdistrict, Buleleng-Bali, from May - August 2018. Randomized block design (RBD) was used with 4 replications. Treatments tested were P1 (Bima 20 URI legowo), P2 (Bima 20 URI tegel), P3 (Nasa 29 Legowo), P4 (Nasa 29 tegel), P5 (Bisi 18 tegel) and P6 (Bisi 18 farmers planting). Legowo planting 2: 1 using 100 x 50 x 20 cm spacing with 1 plant /hole, tegel planting (75 x 40 cm) with 2 plants/hole, farmers-s way was by hijacking. Result showed yield components of three corn varieties was significantly different except plant leaves number and cobs number/ plant. P1 and P2 gave highest weight per plant per hectare with 26.75 t / ha and 26.14 t / ha average significantly higher than other except for P5 (24.82 t / ha). P1 (11.01 t / ha) and P5 (10.56 t / ha) treatments gave significantly different than other except P2 (10.30 t / ha). Farming analysis results showed all treatments are feasible. Highest B / C ratio is produced by P1 (0.92). Increasing profit is caused by additional income from plants slash sold as cattle feed with a contribution reaching 33%

Abstract
Recent climate change causes rainfall variability. This study aimed to report maize yield in a dryland area of North Lombok as affected by rainfall variability. A three-year study was conducted during a period of maize growing season (December to April) in 2015/2016, 2016/2017 and 2017/2018 in Gumantar village, North Lombok. Daily rainfall data was collected from a rain gauge installed in one of maize farmers- land. Estimation of drain upper limit (DUL) and crop lower limit (CLL) was done based on gravimetric method. Hand-held core kits were used to collect soil samples at 0-15cm, 15-30cm, 30-60cm depth at sowing, fast vegetative growth stage (35 days after sowing=DAS), grain filling stage (85 DAS), and at harvest. Maize yield data were collected from 20 farmers that all grew maize as main crop and legume crop (ground nut or mung bean) as secondary crop. The study revealed that there was a great rainfall variability in term of the beginning of rainy season, volume and distribution of the rain as well as the occurrence of dry-spell period. The rainfall variability had caused a great maize yield variability, not only between the growing seasons but also within a growing season. The highest maize yield recorded was 8.4 ton/ha and the lowest was 0.6 ton/ha. Timing in sowing the seeds and the ability of the crops to escape the dry-spell determined the crops yield. Growing legume crop in addition to maize can be a good practice in dryland area to avoid total yield loss.

Abstract
Utilization of natural fiber can be used as an automotive component product with structural and composite strength that is in accordance with ASTM standards. The purpose of this study is to measure bending, tensile, and microstructure using Scanning Electron Microscopy (SEM) as an analysis of the composite structure between rubber composites made from ramie reinforced and banana fibers with latex. The material use is agro fiber form banana tree and ramie, mixing with latex. The Variation are 10%, 20% and 30% reinforce,and latex start from 70% to 90%. Mechanical Properties of Composite Strengthened Rubber Ramie Fiber and Banana Fiber with latex used for sample prototype replacement Automotive Rubber Installation (Synthetic rubber). This research method is by making samples according to ASTM with each of 3 specimen samples in each fiber composition and rubber composite, a total of 30 specimen samples. 15 specimens were subjected to tensile tests, 15 bending test specimens and specimens with optimal results in each composite composition were subjected to SEM tests. The results of this research are expected that the material properties of each variation of the composite can be used according to load requirements.

Abstract
Dyslipidemia is a change in blood lipid profile level marked by an increase in total cholesterol, triglycerides, Low Densitity Lipoprotein (LDL) and decreased High Density Lipoprotein. The main trigger for changes in blood lipid profile is free radicals. Excessive and uncontrolled amounts of free radicals cause oxidative stress. In addition, an increase in free radicals in the body can cause a decrease in the activity of the enzyme lipoprotein lipase (LPL) which causes fat degeneration around cells. Being overweight can be caused by an increase in consumption of high-energy foods such as fat and carbohydrates accompanied by low physical activity. A diet high in fat and carbohydrates with less physical activity causes an increase in the rate of fat accumulation. Fat will be deposited peripherally and centrally, the accumulation of central fat triggers the process of lipolysis to produce free fatty acids. This study aims to determine the effect of high-fat feeding compared to standard feed (Rat Bio) on the body weight of dyslipidemic white rats. The research was conducted during June-November 2019 in the Biomedical Laboratory of Dentistry Faculty University of Jember. This research method is experimental with pre-post control group design. The subjects were 10 male Wistar white rats. White rats were divided into 2 groups: control and treatment. The control group was given the standard Rat Bio diet while the treatment group was given modified diet (High fat Modified diet and cattle brain sonde) for 60 days. Statistical analysis using the T-Test. Paired T-Test results in the treatment group (High fat Modified diet and cattle brain sonde).

Abstract
Modisco (Modified Dried Skimmed Milk and Coconut Oil) is a highly nutritious formula. Modisco has been tested and meets special dietary requirements for toddlers. It can be used to improve nutritional status. This research aims to describing organoleptic properties and acceptability of modisco with moringa leaf flour. It is a experimental research based on completely randomized design. The research results are analyzed through descriptive analysis and also Kruskall-wallis. The higher composition of moringa flour which is added can increase the green color, unpleasant aroma, and bitter taste. So that it can be weaken the aroma of milk, sweet taste and savory taste in Modisco. Kruskall-wallis significance test results showed that there were different acceptance (preferences) of the three organoleptic attributes color (p=0,000), aroma (p=0,000) and taste (p=0,000). The percentage of the addition of Moringa flour which is most preferred or accepted by panelists based on external and internal attributes in this study is modisco formulation with 2.5% moringa leaf flour. Abstract
The development of HIV / AIDS cases in Jember Regency from year to year also tends to increase, but the number of people taking HIV tests has decreased. Based on data from the Kencong Community Health Center it was known that in September 2017 the number of women who visited VCT and conducted HIV testing voluntarily was only one person, while HIV testing was initiated by 93 health workers. This shows the lack of utilization of VCT clinics in the Kencong Community Health Center. The purpose of this study was to determine the determinants of the willingness of housewives to carry out HIV testing. The research was conducted with preliminary study stages, literature studies, preparation of research instruments, data collection, data processing, data analysis, and preparation of recommendations to increase community participation in the implementation of HIV testing. This type of research in this study is an analytic survey with a cross-sectional time approach. The population was all housewives in Kencong sub-district and the study sample was 96 IRT. The sample collection technique uses quota sampling and data collection is done by giving a questionnaire to housewives who visit the Kencong Community Health Center. Univariate data analysis uses frequency distribution tables, bivariate analysis uses crosstabulation and chi square tests, and multivariate analysis uses logistic regression tests. Research outputs in the form of publications in accredited and non-accredited national journals, and draft textbooks. The TKT of this study was 4 in which the study produced recommendations in the form of efforts to increase the participation of housewives in HIV testing.

Abstract
Teaching English to young learners has played a pivotal role in building basic language competence. In the EYL classroom, teachers never teach pragmatically sensitive English in that they assume this is hard to teach young learners. Yet, they need it to get social practices. Though using nursery rhyme as a fun way of learning English has been discussed repeatedly in the EYL literature, English teachers rarely use them contextually. Thus, the presenter wishes to present how to teach English using playful nursery rhyme. The presentation begins addressing a conceptual framework of Teaching English for Young Learners pragmatically. In this section, the presenter will provide the attendees with the nature of Teaching English for Young Learners together with the rationale for implementing Pragmatics. In the second session, the presenter will flesh out steps for teaching students by using nursery rhyme as a booster of the students- language development. The practical ideas of using nursery rhyme as social practices among students will be presented in this section. The presenter argues that nursery rhyme is able to build the social skills and promote personal development in today-s global world; thereby young learners can easily pragmatically sensitive English within the remit of their ability

Abstract
Nowadays, Mocaf (modified cassava flour) is a kind of popular snack. It can be found in some souvenir or gift shop with various flavor. Mocaf snacks also consumed in casual condition or working time. Dian Nita is leading mocaf snacks production as an innovation of Modified Cassava Flour products in a simple method. Some issues were found before the partnership program such as mocaf dough was produced by manual method that only created small capacity with slow rate production; unattractive packaging design; short-time product durability; don-t have P-IRT authorization; difficult to count the cost of goods manufactured and determine the sales cost that caused inaccurate to counting net profit from this mocaf business. With this program the issues can be solved by (1) Implementing more efficient technology with multipurpose mixer to improve capacity and productivity; (2) Using modern oven that equipped with temperature control to make products maturity more distributed; (3) Redesign packaging and put information about expired date, P-IRT number and halal label; (4) Completing Business Registration Number, industrial business permit, and perform nutrition test; (5) Improving business management by applying small medium enterprises accountancy, upgrading the operational production method, market segment and marketing, both online and offline stores

Abstract
This study aims to identify the form of supply chain management practice models that exist in the bamboo handicraft business in Jember Regency. This research uses KUB Andrika Jaya and Ida Jaya because both bamboo businesses have been in business for more than 20 years. The data used in this study were collected using interview and documentation methods which were further processed qualitatively analytical descriptive. The results of the research that have been carried out show that the supply chain practice models that exist in KUB Andrika Jaya and Ida Jaya are not as complicated as what happens in large companies in general. The supply chain that occurs only consists of bamboo farmers, bamboo craftsmen, retail traders / direct consumers. The problem experienced in supply chain practices is only due to the weather when entering the rainy season because many bamboos have difficulty drying out, resulting in fewer products.

Abstract
ABSTRACT The trend of production input usage on red pepper farming is increasing, therefore it is considered as inefficient. The aim of this research was to analyze the technical efficiency of red pepper farming which was conducted on 2017 in Bangli District, Bali, Indonesia. Primary data were obtained by interviewing 60 farmers using structured questionnaires, while the respondents was selected by random sampling. Secondary data were collected through literature study. Maximum Likelihood Estimator (MLE) was employed to analyze the data by estimating the stochastic production frontier model. The results of the study showed that (1) the land size, seed, KCl, NPK fertilizer, chicken dung fertilizer and labor positively effects the increase of red pepper production. Contrastly, the pesticide is potential to decrease the production; (2) red pepper farming had been conducted efficiently; (3) the level of education affects the technical efficiency of red pepper farming.

Abstract
Abstract. Chronic Disease Management Program or PROLANIS is one of programs implemented by BPJS (The Indonesian National Health Insurance System). It is intended for BPJS chronic diseases members to reach the optimal quality of life and prevent disease complication.[1]. Clinical Documentation Improvement (CDI) is a program facilitating the completeteness of patient-s clinical status. [2]. Complete documentation is required for the continuation of complete health service to patients with chronic diseases. The transition from manual to electronic-based clinical documentation was strongly recommended as it improved the completeness of information.[3]. Documenting Prolanis patients- health status was less related to CDI, the design and implementation of web-based monitoring application was expected to become solution of existing problem. An analysis should be conducted especially on completeness aspect to make the application perfect. This research was quantitative analytic descriptive research with cross sectional approach by using scoring method on completeness aspect of information quality. The results showed the highest completeness aspect of patients- data item was 82.5% and the lowest completeness aspect of menu data item was 70%, followed by 70.8% of allergic history item. The research- results are expected to provide guidance in improving the application especially to support CDI.

Abstract
High fat consumption causes various disease problems. One of the effects is changes in lipid profile and body weight. The purpose of this study was to determine the effect of High Fat Diet (HFD) on Body Weight and HDL cholesterol level in Male White Wistar Rats. Twelve male white rats strain wistar divided into 2 groups and replicated 6 rats. The control group was given standard diet and HFD groups was given HFD 18,69% of fat contain with source of fat were margarine, beef brain and coconut cream powder. Diet was carried out for 9 weeks. The parameters observed were body weight and HDL cholesterol level on rats. Statistical analyzed using independent T test. The results showed that HFD group have increased body weight significantly compared control groups (p <0.05). In addition, HDL cholesterol levels in HFD group have not significantly difference with control group (p>0.05) but have tended to decrease compared control groups. The conclusion on this study that HFD were able to increasing body weight and potential for decreasing HDL cholesterol level of experimental rat.

Abstract
Jember Safety Center (JSC) with Fokus Anak Ibu (FAI) is health information system based on Android to optimize the implementation of pregnancy referral and childbirth women in Jember Regency. All the data of high risk pregnant women will be integrated to this system, so midwife coordinator in Primary Healthcare can access this data with their Android smartphone. This system is one of efforts to decrease maternal and infant mortality rate in Jember Regency. Based on preliminary study, JSC with FAI was not running well. This study aims to analyze the effect of information system usefulness and midwife involvement toward perceived of use of JSC with FAI in Jember Regency. This is an analytic survey research with cross sectional design. The sample of this research is midwife-s coordinator in Primary Healthcare in Jember Regency (45 people). The variables in this study are information system usefulness, midwife involvement and perceived of use of JSC with FAI. Its analysis is carried out through Regressed Multiple Linear. The results showed that information system usefulness had an effect on the perceived of use of JSC with FAI (sig = 0.00) while the involvement of midwife did not affect on the perceived of use of JSC with FAI (sig = 0.244).

Abstract
Mastery of English vocabulary needs to be improved especially for English learner. Therefore, learning should be joyful and interesting in order to motivate and encourage the learner. One way to improve and increase English vocabulary for English learner is through software aplication, namely English Jember. This study aims to identify the improvement of English vocabulary of 10th grade students of MA As-Shofa after using English Jember aplication. This study used quasi experiment design with pretest-post test one group design. Population and sample of the research is the 10th grade students of MA As-Shofa which consist of 26 students. The results of the data analysis found that average score 69,57 before using English Jember aplication. Then, after using English Jember aplication the average score is 81,34 . Thus, it can be said that the use of English Jember aplication help the students of MA As-Shofa in increasing their english skill especially for English vocabulary.

Abstract
In 2018 the number of active Twitter social media users in Indonesia reached 22.8 million people and 4.1 billion tweets in 2016. Tweets or comments delivered can be used as a reference to determine and consider the business processes that will be carried out. However, the number of comments submitted is very large so that it has difficulty in analyzing the comment data. Besides the comment data on Twitter is an unstructured type of data so that if processing uses a relational database engine the results obtained are not optimal. To deal with these problems, a big data approach is needed in data extraction combined with the comment data processing model. This study uses a combination of big data in data processing and lexicon based to analyze customer comments. Data processing using big data especially with the NoSQL approach is very effective and efficient in conducting searches on unstructured data, this is because the search for big data is based on meta text rather than cardinality between data. While the lexicon based method is a method that depends on the completeness of the dictionary used. The purpose of this study is to analyze comments and share whether they have positive, negative, or neutral sentiments so that they can be used as parameters in decision making in an organization.

Abstract
Coffee is an important agricultural product which can be used as a feed source for Bali cattle. Consumer preference of organic coffee production need of organic fertilizer product, one of which is obtained from cattle manure that can produce circle of integration system production within cofee and livestock. The aim of this study was to study coffee production by providing compost and liquid fertilizer with various combinations. The method was used completely randomized design (CRD) consist of 3 treatment with 10 replications. C1: Coffee trees get RB 10 kg / tree / year compost combination + 4 liters of liquid fertilizer / tree / year; C2: Tree coffee gets a combination of local microorganism (M1) and compost 10 kg / tree / year + 4 liters of liquid fertilizer /tree /year; C3: Coffee trees get a combination of local microorganism (M2) and compost 10 kg / tree / year + 4 liters of liquid fertilizer / tree / year. Data shows the highest coffee production in C2 and the highest production of agricultural waste in C3. In conclusion the use of local mocroorganism M1 with a combination of liquid fertilizer produces the best coffee production.
